Nitro PDF Professional by Avanquest is very similar to Adobe Acrobat but costs less then half. Nitro PDF can covert just about any file you need into pdf and can also convert files back to pdf from microsoft word. You can easily add post-it like notes, set restrictions such as who can edit or even print and add watermarks.
