Self-drive limousine hire in the UK

It would appear that limousine hire in the UK is not quite as it would first appear.

Apparantly, to avoid having to licence their limousines and chauffeurs for private hire and, or to allow them to carry more people in limousines, the local limo operators are offering their vehicles on a self-drive hire contract.

What this means is the hirer has to enter into a self-drive hire contract and then ‘employ’ a driven from a pool proposed by the limo company. The hirer also has to pay for any additional petrol used etc. This means that the limo company doesn’t have to go through the licensing regime that legitimate licensed limousine operators do. It appears to place all the hire responsibility 100% with the hirer.

Now, some of these limos can carry more that 8 passengers, but if the hirer does this and then shares the cost with their friends, then they are acting as a defacto hire company and that means they would nead an operators licence. What a mess, why is the UK governemnt allowing this to happen.
